This was a challenge in another group, but I don't have
permission to give you the tutorial.
So here's your challenge - see if you can reproduce
it without a tutorial. It's very easy.
The effect used on the background is PSP's texture
"Mosaic - antique"
I did 2 versions - look closely and you should be
able to see how it's done.
